Arturo was born on July 16, 1931 in Dingas, a small village in the province of Ilocos Norte, the Philippines.He was the youngest of 6 brothers and sisters. He later moved to Manila, Philippines where he attended high school. After high school, he attended Far Eastern University in Manila, where he graduated with an accounting degree.
During his time at Far eastern University, he also served in the military, reaching the rank of Captain. He was very proud of his short military career, especially during the Korean War. It was also during this time that he met his future wife, Purificacion, through her first cousin. They eventually married on December 5, 1954.
In 1960, he passed the accounting boards in the Philippines. He worked at the Bureau of Internal Revenue, the Filipino version of the IRS. He left that position within a month to work for the Central Bank of the Philippines, where he attained the position of Chief Nak Examiner.
In 1974, he took his family, now with 6 children, to the United States.First stop was Chicago for about 2 years, then to Colorado for another 2 years and then finally ending in Carson, where he has lived for the last 40+ years.
